The realization of the horizons of the “new Islamic civilization” requires intelligently navigating the historical and complex challenges that have been placed in the path of the Islamic Revolution. In the meantime, the main danger is that thinkers, without paying attention to logic and a clear method, with assumptions that are not in line with the theology of the Islamic Revolution, replace “real issues” with fake challenges and erode the ability to move the structure of governance and society. Therefore, extracting a system for discovering the “issue” that has a precise relationship with the civilization-building philosophy of the Islamic Revolution is an inevitable necessity. The question is what is the model for discovering the real social issue and how does this system place small issues in a civilizational map? The findings of this research show that Shahid Motahari, with a deep understanding of the philosophy of history, has presented a coherent system for recognizing the real issues of the “Muslim man” in the transition period. This article explains how he arrived at a "macro-issue" by pathologizing the "historical decline of Islamic civilization" and deeply understanding the "civilizational onslaught of the modern subject." Accordingly, smaller issues also find meaning in a civilizational system. Finally, it examines how the challenge of "jihad and struggle" became a "issue"; a challenge that, in the logic of Shahid Motahari, has been transformed from a mere jurisprudential debate and, with a different reading, has been formulated as a factor for escaping from decadence and responding to the West, in line with the revival of Islamic civilization. The present research is fundamental and analytical, which has analyzed the content using a rational, narrative, and library method.
