Background and Objective: The New Islamic Civilization, as the civilizational horizon of the Islamic Revolution, requires the conscious and intelligent organization of culture in society. Achieving this goal calls for a type of strategic cultural management that, by identifying key components, can determine the main directions in the realm of culture. Achieving this goal depends on strategic cultural management capable of identifying key components and clarifying the main priorities of cultural development. Therefore, this study aims to identify and prioritize the key components of strategic cultural management in the transition to the New Islamic Civilization. Method: This study employed a mixed methods design using the classical Delphi technique. In the first stage, key components were extracted through open ended questionnaires and qualitative content analysis (Cohen’s kappa = 0.87). In the second stage, the importance of the components was evaluated by 16 experts using a structured questionnaire based on a five point Likert scale (Cronbach’s alpha = 0.94). In the third stage, controlled feedback was provided in two Delphi rounds to reach expert consensus. Findings: The results identified five key components in order of priority: educating a civilization building generation, explaining the ideal model of the New Islamic Civilization, developing specialized human capital, formulating a national cultural strategic roadmap, and establishing intersectoral coordination in cultural transformation. Kendall’s coefficient of concordance reached 0.91, indicating strong expert consensus. Conclusion: The findings highlight the importance of human capacity development, articulation of civilizational discourse, and institutional strategic planning for effective cultural management in this transition.
