Different civilizational foundations have led to different perceptions of human rights within the Iranian political system and the Western complex of the international system. This is also reflected in Ayatollah Khamenei's human rights speeches. Therefore, the aim of this research is to examine the attitude of the current leader of the Islamic Republic of Iran on the issue of human rights using Norman Fairclough's critical discourse analysis approach. The research questions are: What attitude towards Western human rights is reflected in Ayatollah Khamenei at the descriptive level, what hidden ideology can be extracted at the discursive and intertextual levels, and finally, how are discursive orders reproduced at the level of social practice? The results show that at the level of description, the contrast between the discourse of the Islamic Revolution and the Western discourse is reflected. At the intertextual level, the greatest use has been made of Quranic texts, Islamic jurisprudential discourse, and structural leftist theories. At the level of social practice, the civilizational war has been reflected in the three sub-discourses of capitalism, socialism, and capitalism against Iran. At the regional level, efforts to prevent the revival of the Iranian-Islamic civilizational identity are more evident in the form of supporting Saddam, establishing the Zionist regime, and supporting the Pahlavi dynasty. The main tool of Western civilization to confront other civilizations and anti-hegemonic discourses in the past has been hard tools, including military intervention, although in the era of French colonialism it has been reflected in soft forms, including human rights. The method of this research is descriptive-analytical using Fairclough's critical discourse analysis.
