In the contemporary century, the dominant discourse of development - with Western origins - has redefined the development paradigm within the framework of modernity, transforming it into a universal indicator for measuring the status of countries. By reducing the development process to a linear pattern of Westernization, this paradigm has limited development criteria exclusively to quantitative economic indicators, while ignoring the civilizational-cultural foundations of non-Western societies. Such an approach not only neglects the normative and justice-based dimensions of progress, but also, by denying the plurality of development models, has established a kind of theoretical imperialism in the field of development studies. The Islamic Revolution of Iran, by proposing an alternative discourse of "Islamic-Iranian progress" and with the fundamental slogan of civilizational independence ("neither Eastern nor Western"), has presented new epistemological foundations in the field of development theorizing. This research, adopting the Sterling content analysis method and focusing on the Supreme Leader’s intellectual system, seeks to analyze the key components of the Islamic-Iranian progress model within the framework of his civilizational theory. The research findings indicate that progress is defined as “the process of achieving a good life,” which, within the framework of civilizational theory, depicts a dynamic, multidimensional, and teleological movement. Matching the four dimensions (thought, science, life, spirituality) with the seven components of the Second Step Statement and the dimensions of progress in the content analysis of the Supreme Leader’s statements on progress shows that; the overall framework of the country’s progress is derived from spirituality, thought, science, and research, which must emerge and manifest in different areas of life.
