Monopolistic behavior among officials is a serious threat to political systems and administrative organizations, and its negative consequences are significantly more severe in an Islamic system whose ideal is the expansion of justice. The present study seeks to answer the question: What measures does Islamic political thought propose to control the monopolistic tendencies of officials?
Based on the presupposition that the political conduct and managerial behavior of leaders in Islamic governance consider monopolistic tendencies to be a form of misconduct—and that they offer valuable strategies for restraining it—the researcher employs the method of thematic analysis to examine related sources and develop a comprehensive conceptual model regarding monopolistic behavior among officials and strategies to counter it.
After analyzing the collected data, 143 basic themes, 24 organizing themes, and 6 global themes were extracted, forming the foundation of the proposed model. This model—while acknowledging personal and emotional relations—emphasizes the contradiction between monopolistic behavior and religious principles and highlights the necessity of managing officials’ emotional tendencies within administrative environments. Arguing that monopolistic practices lead to the decline of political systems, the model also points to components that reflect the interconnected fate of the Islamic system and the conduct of officials’ close associates, thereby reinforcing expectations of self-sacrificial behavior from both officials and those near to them.
Additionally, given the social sensitivities surrounding officials and their associates—and the possibility that they may become targets of conspiracies—the model recommends drafting and implementing special protective laws for innocent officials and their relatives, as well as deterrent regulations with stricter penalties specifically designed to address misconduct committed by officials’ close associates.
