آسیب شناسی فلسفی اقتصاد ایران برمحور مفهوم شاکله؛ شاکله نامولد اقتصاد یا قاعده‌گذاری‌های نادرست اقتصادی؟

چکیده

اوضاع کنونی اقتصاد ایران، مانعی جدی در برابر تمدن سازی انقلاب اسلامی است. ضرورت دارد نظریه پردازی در حوزه آسیب شناسی اقتصادی ایران از سایر دریچه های دانشی نیز مورد بررسی قرار گیرد. در این نوشتار که با روش تحلیلی-توصیفی فلسفی نگاشته شده است، قصد بر این است که با اتکا بر مفهوم شاکله، ضمن بررسی تاریخی شکل گیری شاکله اقتصاد غیرمولد کشور، تحلیلی فلسفی از علت وضعیت اقتصادی-تولیدی کشور و راهکار پیشنهادی ارائه گردد. نتایج گویای آنند که اولا تمام مسئله مربوط به شاکله اقتصاد ایران بوده و این شکل اقتصاد ایران است که ریشه نامولدی کشور محسوب می گردد، نه قواعد و برنامه ها و ثانیا به واسطه چند برنامه اصلاح اقتصادی جزئی نمی توان بر شکل نامولد اقتصاد مسلط شد. این برآیند که پیشنهاد اصلی نوشتار حاضر است حاصل می گردد که لزوما تحول در شکل اقتصاد ایران در گام اول به واسطه راه حل های اقتصادی و برنامه های اقتصادی رخ نمی دهد. بلکه پیش از هر چیزی باید گام هایی برداشته شوند که به تدریج شاکله اقتصاد ایران به مسیر مولد بازگشته و در قدم بعدی قاعده گذاری های کارشناسی اقتصادی صورت پذیرند. پیشنهاد این نوشتار برای تغییر تدریجی شاکله نامولد اقتصاد ایران، ایجاد هسته های مولد اقتصادی است.

Philosophical Diagnosis of the Iranian Economy centered on the concept of structure (Shakele): Unproductive economic structure or incorrect economic regulations?

چکیده [English]

The current situation of Iran’s economy is a serious obstacle to the civilizational construction of the Islamic Revolution. It is necessary that theorization in the field of economic pathology of Iran be examined from other intellectual perspectives as well. In this article, written with a philosophical descriptive–analytical method, the aim is to rely on the concept of Shākilah in order to, alongside a historical review of the formation of the non-generative Shākilah of the country’s economy, provide a philosophical analysis of the causes of the economic–productive situation of the country and present a proposed solution. The results indicate, first, that the whole issue relates to the Shākilah of Iran’s economy, and it is this structure of Iran’s economy that constitutes the root of the country’s non-generativity, not the rules and programs; and second, that through a few partial economic reform programs, it is not possible to overcome the non-generative structure of the economy. The outcome, which is the main proposal of this paper, is that necessarily the transformation of the structure of Iran’s economy in the first stage does not occur through economic solutions and programs. Rather, before anything else, steps must be taken so that gradually the Shākilah of Iran’s economy returns to a generative path, and only afterward can expert economic rule-setting be implemented. The proposal of this article for the gradual transformation of the non-generative Shākilah of Iran’s economy is the establishment of productive economic nuclei.
